(I don't have the exact percentages, but you can check any encyclopedia.) The majority of Mexicans are mestizos, a mixture of Indian and Spanish ancestory. Then, like 30% of the population is 100% Indian. (There is also a small percentage of people with African ancestory.) Only about 10% of the population is of pure European descent.
The country is run by the upper-class which are mostly of European descent.

Also, alot of Americans retire in Mexico, there are entire communties in Baja California, Jalisco and Guanajuato. In fact, George P.Bush, (George W. Bush's nephew, Jeb Bush's son), who is half Mexican, campaigned for his uncle in San Miguel Allende, Guanajuato where there is a large community of retired Americans living there.
