Wembley Update
31st March 2006
In relation to the Wembley National Stadium project, Multiplex advises as follows:

Substantial completion of Contractor’s works is now anticipated by the end of June 2006 (previously May 2006), based upon a review of the costs and benefits of any acceleration measures.

Previous updates relating to programme have presumed an integrated approach with Client’s works being completed simultaneously. Multiplex yesterday received advice from the client that it is now reconsidering whether it will or is able to continue to integrate its works, or whether it will commence these works post completion. Multiplex’s client, Wembley National Stadium Limited, is solely responsible for determining when it starts and completes its works and also when and which events are hosted at the stadium.

Substantial completion by the end of June will have certain works and certain activities such as commissioning and cleaning still to be completed after this date (refer to earlier releases).


Additional Wembley allowances were included in the Group’s latest interim results specifically to cover any further unforeseen delays. Based upon the programme noted above, no further adjustments to the project’s financial position are anticipated.

Multiplex has formally advised its client that Multiplex is entitled to substantial and legitimate extensions of time under the terms of its construction contract which will extend the contract completion date until at least September 2006. Not withstanding that it is Multiplex’s belief that it has until at least September to complete, Multiplex is targeting substantial completion by end of June as noted above.

In the last month Multiplex has achieved the following in relation to the structure:
�� Final de-prop of the roof
�� Erection of the remaining moving roof panels
�� Removal of five temporary trusses and three roof towers
�� Demobilisation of seven cranes
�� Handed over up to 60% of the roof for final roof sheeting �� Completed the south moving roof panel ready for commissioning
�� Completed 50% of the pitch ready for top soil and grass

The rafter incident in the northern roof, which was reported on 21st March 2006, involved the evacuation of site as a prudent safety measure as Multiplex took steps to ensure the rafter was secured in a controlled environment. The rafter is now being reinstated to its final position, where it will be assessed along with the surrounding elements for any further rectification work. The forecast impact affects the temporary works removal and associated works within the arena. The effects on the arena spread to the completion of the main service road at Basement 1. There are approximately 2,500 roof connections that have been successfully completed. The issues surrounding the incident on this connection are still being investigated and this will address whether in fact the work method statement was appropriately followed by the sub contractor in this instance.

During final inspection of drainage systems, defects were identified that are being rectified by the responsible sub-contractor as agreed with the consultant team. Multiplex has allowed for these works in its forecast programme. There are approximately 12 kilometres of drainage on the project. Approximately 25 discreet locations along the 12 kilometres are being rectified.

FA to announce new Wembley delay

Wembley was originally meant to host the FA Cup final on 13 May
The Football Association is to confirm England will not play at Wembley until 2007, BBC Sport understands.
Work on the stadium will not be completed in time for an England friendly in August and two Euro 2008 qualifiers in September and October.

The Community Shield on 13 August will have to be staged at another venue - possibly Cardiff's Millennium Stadium.

Rugby league's Challenge Cup final on 26 August will also have to be moved - with Twickenham the most likely venue.

Builders Multiplex announced on Friday that it hoped most of the remaining work on the 90,000 seat venue would be completed by the end of the June.

However, the firm said it was entitled to a further extension under the terms of its contract in order to put the finishing touches to the project.

We have contingency plans in place

This would extend the completion date until at least the end of September - a year later than the original deadline.

Friday was the official deadline for the handover of the £757million stadium from Multiplex to the FA.

Three deadlines with the Australian builders have already been missed, and when the handover does eventually take place the FA will need at least three months to test and fit out the stadium.

England's first match under Sven-Goran Eriksson's successor as coach is a friendly scheduled for 16 August, followed by the two qualifiers against Andorra on 2 September and Macedonia on 7 October.

Those games could now take place at Old Trafford, home of Manchester United.

Between October 2006 and June 2007 all of England's competitive fixtures are away from home.

Although the FA might want to arrange friendlies at home, the first competitive international fixture at the new Wembley will now be on 8 September 2007 when England host Israel in a Euro 2008 qualifier.

That will be seven years after England's last game at the ground.

Wembley was originally supposed to stage the 2006 FA Cup final on 13 May as well as the Football League play-offs, but the decision was made to move them to Cardiff in February.

Meanwhile, it appears Twickenham, the HQ of rugby union in England, is the best bet for the Challenge Cup final.

"We have contingency plans in place," an RFL spokesman told BBC Sport on Thursday.

"We have a contract with Wembley, but we have not yet been told that there is a problem or that we won't be able to hold the game there."

An RFU spokeswoman confirmed Twickenham was available on 26 August, but refused to comment on whether the organisation had been in talks with the RFL.

"There has been a lot of speculation and we don't want to add to that at the moment," said the spokeswoman.

About 35,000 Challenge Cup final tickets have been sold, with many fans travelling to London from rugby league's heartland in the north of England - meaning another venue in the capital is the most likely destination if Wembley is not ready in time.

The BBC has also learned the delay has affected four music concerts scheduled for this year.

The building of the stadium has suffered numerous problems, with a roof beam collapsing last week, resulting in building work being cancelled for a day.

There have also been problems with underground sewer pipes at the stadium and workers were sent home on Tuesday after disputes over pay and threats of redundancy.

Gazza Wembley's blight to the finish leaves FA seeking alternatives

FRUSTRATED by a string of broken promises, the Football Association is to announce this morning that none of its scheduled showcase matches will be played at Wembley Stadium this year.
Today was the day when a gleaming, finished arena was due to be handed over to the FA, but instead the building site is a shambles blighted by safety fears, issues with sub-contractors and concerns over further cost overruns.



Regardless of whether Multiplex, the lead contractor on the £757 million project, can finish work on the 90,000-seat stadium by mid-summer, as the company was expected to tell the Australian Stock Exchange in the early hours of this morning, officials at Soho Square have decided to avoid constant uncertainty over four important fixtures and a clutch of high-profile music events by moving them to alternative venues. The earliest an England match will be played on the increasingly costly turf will be February 2007.

The move is indicative of the growing level of distrust within the FA of the company it tasked to build the world’s most expensive stadium. Multiplex has missed three completion deadlines since taking on the project and is expected to make a £200 million loss. A cap of £14 million on late penalties means that the builders are not motivated to work faster now that the project is well behind schedule.

The FA had hoped to open Wembley with the Community Shield on August 13, followed by an England friendly on August 16, having seen all chances of staging the FA Cup Final there on May 13 ebb away earlier this year as the construction timetable slipped. However, a pragmatic approach over planning has been adopted after Multiplex indicated a “full practical completion” date would not be forthcoming until September.

Wembley National Stadium Ltd (WNSL) , the FA subsidiary that owns the stadium, needs a further two months to fit out the venue and stage test events in order to get a safety certificate from Brent Council.

That timetable put in doubt the opening two European Championship qualifying matches, against Andorra on September 2 and Macedonia on October 7. The FA is expected to announce in the next week where those fixtures will be played. The first England game at Wembley could take place on international fixture dates in February or March.

The FA’s decision means that the Rugby Football League will also have to look for an alternative venue for this year’s Powergen Challenge Cup final as its staging contract is with WNSL. The RFL has already sold more than 30,000 tickets for the final, which will be held on the Saturday of the August Bank Holiday weekend. It could relocate the match to Twickenham, which is free on that date.

It is not just sport that will be disrupted. Four big stadium performers were scheduled to play Wembley this summer. Bon Jovi and Take That will relocate to the Milton Keynes Bowl. The Rolling Stones are expected to return to Twickenham, while Robbie Williams has yet to announce where he will now play.

Wembley was originally scheduled for completion last autumn but delays were caused by the complex nature of the steel roof and poor industrial relations on site.

Fresh problems — most spectacularly the collapse of a roof beam — arose in recent weeks, causing construction progress to slow to a near halt. There was also another sub-contractors’ pay dispute that led to 120 steelworkers, scaffolders and welders being handed their P45s.

If Multiplex does manage to finish Wembley by the summer, there is the prospect of a completed stadium lying dormant for several months. This would move an already sorry story into the realms of farce. The FA needs to be earning money from its biggest asset as soon as possible after borrowing £433 million from a consortium of banks. A capital and interest repayment of £40 million is due in September and was to be funded out of the stadium’s cashflow.

I dont think the FA have a say on whether the gigs can take place or not. The impression I get from Multiplex's statement is that they should be finished by June and its up to the individual organisers as to whether their specific events can take place or not after its established that the stadium meets the necessary Health & safety regulations. The FA (and the Rugby League too) dont appear to want to take that chance and will look elsewhere because of this "full practical completion" date of September.

If the stadium is handed over by June, it can be used for the Stones shows. It had to be handed over by today to be ready in time for the FA Cup final on May 13th. Which is six weeks away. If its ready by even the end of June, thats still 7 weeks or more before the Stones gigs.

Cant see it, though. Looks almost certain we're going to Twickenham. At least we wont have to wait until 2007, though.

RSRTG I'm glad the stones are coming to Oz. I was a bee's dick away from booking a trip to London to see them at the new Wembley after seeing them play there in 99.
I hope everyone enjoys the relocated shows tho.
Perhaps the boys might do 1 gig there when it eventually opens.

Gazza The Rolling Stones, Robbie Williams, Bon Jovi and Take That have been forced to move concerts from the new Wembley Stadium because of building delays.

The Rolling Stones' dates on 20 and 22 August will take place at Twickenham rugby stadium, south-west London.



Bon Jovi's gigs on 10 and 11 June and Take That's shows on 24 and 25 June will happen at the Milton Keynes Bowl.

There has been no announcement yet about new plans for Robbie Williams' five Wembley concerts in September.

A statement from Wembley said: "No major events will take place at the stadium for the remainder of this year."

FA confirms Wembley delay

Building company Multiplex said "full practical completion" of the rebuilt stadium would not be achieved until the end of September.

Another two months are needed to run test events, Wembley said. The venue's opening event was due to have been the FA Cup final on 13 May.

An FA statement said: "It is clear that the construction of Wembley Stadium is significantly behind schedule."

'National disgrace'

The relocated Rolling Stones, Take That and Bon Jovi concerts will take place on the planned dates and all original tickets will remain valid.

The Rolling Stones' European tour promoter John Giddings said it was a "national disgrace" that England could not build its national stadium on time.

"I'm not saying we're going to lose money because we got enough warning to shift the shows," he told BBC Radio Five Live.

"But it's not a good experience to sell tickets for one place and to have to perform at another, really is it?




Bon Jovi were the last band to play at the old Wembley Stadium in 2000 and had hoped to be the first to headline the rebuilt venue.

"Having closed the original Wembley Stadium, it would have been a fitting honour to open the new one," frontman Jon Bon Jovi said.

"However, the most important element was always the live concerts themselves. So while the location may have changed, the celebration will remain the same.

"Thank you to our fans - for your loyalty and your patience. We'll see you for two great nights of rock 'n' roll at Milton Keynes."

Extra tickets

A "limited number" of extra Take That tickets will go on sale on 7 April due to extra capacity at Milton Keynes.

Singer Gary Barlow said: "We're more than happy to hold the shows at Milton Keynes Bowl, it's going to look great.

"We saw the stage set this week, it's unbelievable. I think it's going to better any of our other tours."

The reformed pop group's dates at Wembley Arena are not affected.

also, if ticket sales were quite slow, then moving to a smaller venue may have been necessary anyway (see La Forum)

moving to a smaller venue was a necessity regardless of ticket sales!!

For the simple reason that there isnt another venue the same size and the venue isnt completed

For the record, Bon Jovi and Take That have also moved to a venue that has a smaller capacity than Wembley. It would appear quite evident that all 3 acts have held thousands of tickets back from sale just in case the venue wasnt ready.

as I live in neither London or England, I guess I wont be too upset.

Today, I'm more relieved than anything else.

I wouldnt say they have an 'incredible' following. Although that kind of watered down rock does tend to be popular. As is the case with many western countries, including yours.

Their tickets were about a third to a half of what the Stones were charging. As you're no doubt obsessed with "grosses" above all else, I think the Stones 'win'.

there will be no change in the seating arrangements, I would imagine, so what premium seating that may have been available for Wembley would still be valid for Twickenham. Its still a stadium show and the pitch would be a similar size, even though its a rugby stadium.

the only seat numbers that have been allocated were the pitch seats. They'll still be valid.

Although all of the band have homes within driving distance of London, I would imagine they'll stay in a hotel for security reasons (ie, jealous Beatles/U2 fans, Mick Taylor fanatics, setlist complainers and disgruntled webmasters who are still pissed off at high prices and no theatre shows..)
