Prodigal Son Some of my favourite bands that never "made it" in their time and today's:
Flying Burrito Bros. (okay they had 3 albums; 1 without GP was avg., 1 was good and the Gilded Palace of Sin was awesome).

Television-A few good albums, one great debut (Marquee Moon kicks new wave ass!)
Iggy Pop and the Stooges
Big Star
Tom Waits (okay, for a while he wasn't making it but now he's earned and fought for notable cult status like the Velvets).
Richard Thompson
John Mayall
Ry Cooder
New York Dolls
Bobby Womack
Graham Parker
Most of the blues greats who never lived to see their work appreciated.
Delaney and Bonnie
Randy Newman had to do soundtracks to get any commercial attention although he was a huge critic favourite so maybe that discounts him.
