I'm not convinced. Tosh towered over Mick and they seem close to the same size sitting next to each other.
The only thing that intrigues me about this is that it kind of looks like him and he played The Ritz NYC on July 20th. Does anyone know the shoot date of this video? That's right around when this video was shot. Tosh left for California for some dates right after this.

I just watched it 3 times at work hungover - impaired research on The Man's dime. The guy does somewhat look like him, and has the very dark complexion that Tosh had. But, its unlikely if for nothing else we would have heard about it by now.

Not reliable backup references for this issue. I've laid out two solid reason why this can not be Tosh (Height and the fact he was across the damn country playing a gig in Santa Cruz the night before).
Also, if memory serves, Tosh and the Stones had fallen out by summer of '81. I'll have to look that one up.
