REGINA -- Here comes their 19th nervous breakdown.

In an effort to avoid another Sean Penn debacle, city officials in Regina are trying to sort out the hazy rules on whether Rolling Stones guitarist Keith Richard will be allowed to light one up on stage when the band plays at Mosaic Stadium next Friday.

"There's the (provincial) Tobacco Control Act and then there's the city smoking bylaw," city solicitor Neil Robertson said. "They both prohibit smoking in enclosed public places but there's always been a question of, for example, stadiums -- how that applies to them."

The Saskatchewan Roughriders have imposed their own smoking ban at the stadium during CFL games, but it's not clear whether organizers of other events have to come up with their own rules.

Municipal fines for smoking in enclosed public places in Regina can reach a maximum of $2,000 for an individual and $5,000 for a corporation.

But Robertson admits he's not sure what would happen if Richards fired one up onstage.

"Someone on stage, that's quite a different situation because it's hard to imagine that smoke actually interfering with anyone who's going to object."

Last month, actor Sean Penn was fined $600 when he lit a cigarette at a Toronto International Film Festival news conference. The hosting hotel paid the fine.

FotiniD This anti-smoking hysteria is getting out of hand. Perhaps they should hire a guy with a small fire extinguisher ready to shoot at Keith's hand.

M.O.W.A.T. The Stones' stage is not a public place (as evidence, see the Hampton DVD) therefore, Keith should be exempt from this rule.
