I know Rough Justice is doing quite well at rock radio stations. Does anybody know how Streets of Love (which by the way is really growing on me and my friends) is doing?

After reading that Billboard magazine article I think releasing Streets of Love as the single (along with Rough Justice) makes sense.

It makes sense in some countries, but not in US.
Look at the UK Top 50 Airplay chart for this week, SOL made a big debut straight at Top 50 and with the single coming in three weeks.
