Stones concerts investigated

HONG Kong's anti-graft agency and police have launched criminal investigations into a concert series headlined by the Rolling Stones which critics said cost too much, was poorly managed and failed to improve the territory's image.

The government spent more than $HK100 million ($18.4 million) for the so-called Harborfest concerts, sponsored by the government's investment promotion department and organised by the local American Chamber of Commerce.
Critics said the shows were a waste of public money because of poor ticket sales and alleged overpayments to Western performers.

Invest Hong Kong - the government department that sponsored last year's concert series - said the Independent Commission Against Corruption, or ICAC, sent a report to legislators that says it is carrying out "a criminal investigation" into Harborfest.

Invest Hong Kong spokeswoman Margaret Chu, who gave The Associated Press a copy of the report, declined to elaborate. ICAC spokeswoman Charmaine Mok refused comment.


Financial Secretary Henry Tang told reporters that police were also investigating the concert series, but declined to elaborate.

The Rolling Stones' concert drew a good crowd, but an average of only 43 per cent of the tickets for the entire series were sold.

Other international stars included Latin rock guitarist Carlos Santana, American pop star Prince, and British R&B singer Craig David.

The concert series was intended to help Hong Kong bounce back from the SARS outbreak, which infected 1755 people and killed 299 while devastating business and keeping tourists away.
