The difference is that hearing aids are specifically designed to boost surounding sounds,voices,etc for people that are hard of hearing.
In ear monitors are patched directly to the vocalist's PA system through the soundboard. They are designed to help the singer hear only his vocals,guitar,keyboard,etc.
What Mick is wearing here are not hearings aids.
They are molded-to-fit personal in-ear-monitors.

+1 what Riffhard wrote.
The main difference is:
all hearing aids are made up of a microphone, a receiver, and an amplifier.
an all-in-one solution, so to say.
once it's programmed, there's hardly any adjustment possible as the microphone is contained in its self.
for the in-ear-monitor all microphones that are setup on stage are availlable and can be ajusted by the the monitor-mixer.
Mick will say which instrument and vocals he needs to hear more prominently or cut out entirely.
